Minimum age
To qualify for a real estate broker license - Oregon's entry-level license, since the state has no separate salesperson tier - an applicant must certify that they are at least 18 years of age.

Pre-licensing education
Applicants must complete 150 clock hours across seven required courses - Real Estate Law, Oregon Real Estate Practice, Real Estate Finance, Contracts, Agency Law, Property Management and Real Estate Brokerage - each with its own final exam.

Broker association
A real estate broker may engage in professional real estate activity only while associated with, and supervised by, a managing principal broker; a broker may not employ or supervise another licensee's activity.

High school diploma
The Real Estate Commissioner must receive the applicant's own certification of a high school diploma, a certificate for passing an approved high school equivalency test such as the GED or its international equivalent, or other equivalent education the commissioner accepts.

Good moral character
A broker license may be granted only to an individual who is trustworthy and competent to conduct professional real estate activity in a way that protects the public interest, and the commissioner may demand whatever proof of that he considers necessary.

Background check
The commissioner must require fingerprints and criminal offender information from every applicant for initial licensing, and those fingerprints may be used to request a state or nationwide criminal records check under ORS 181A.195.

Course content rule
Hours count toward the broker education requirement only if the commissioner has approved the course, and the commissioner - not the school - sets the final examination score that counts as successful completion of each required course.

License activation
No individual may engage in, advertise or purport to carry on professional real estate activity in Oregon unless holding an ACTIVE license. An inactive licensee is not authorized to act, and that status runs until the license is reactivated or it expires or lapses.

Reciprocity
An individual already licensed in another state or country qualifies for an Oregon broker license only by completing the prescribed course of study AND passing the Oregon broker examination, plus meeting every other requirement of the chapter. Separately, ORS 696.265 lets the commissioner set reciprocity terms by rule.
